CY was one of the very few who were involved in the full process of the return of Hong Kong to China. In 1985, he was elected one of the 19 Executive Committee members by the general membership of the Basic Law Consultative Committee. At the age of 34, he was elected the Secretary General of the Committee. In this position, he was in charge of the two territory-wide consultations on the drafts of the Basic Law. Between 1993 and 1997, he was the Group Leader of the Political Group of the Preliminary Working Committee of the Preparatory Committee of the National People’s Congress of China, Vice Chairman of the Preparatory Committee and a member of the Provisional Legislative Council of the Hong Kong Special Administrative Region.
